Dalal Theeb Lulah

December 29, 2017: Dalal Theeb Lulah, 9, died at an Israeli military roadblock south of Nablus when Israeli forces prevented her from reaching the hospital while she was suffering a respiratory attack.

On 29 December 2017 at approximately 3:00 pm, Dalal started having shortness of breath. This recurring condition, related to her cerebral atrophy that was diagnosed at age three, requires her family to immediately transfer her to a hospital in Nablus city.

Accordingly, her mother, grandmother, father, and uncle immediately left the house with her, and seven minutes later, the family arrived to the checkpoint at the northern entrance of ‘Awarta.

An Israeli military jeep had blocked the road and five fully armed soldiers were standing near the gate at the checkpoint which was shut. Several cars had attempted to enter the village, but they were unable to, due to the closing of the gate.

Dalal’s uncle, Yasser As’ad Lulah, 41, who was driving the car, decided to approach the soldiers. The soldiers immediately pointed their machine guns at the car, which was approximately 15 meters away.

Yasser responded by waving at the soldiers to approach the car. Yasser explained to one of the soldiers Dalal’s condition and the need to transfer her to hospital immediately. The soldier responded that they were not allowed to pass through the gate. The family repeatedly pleaded with the soldiers to no avail.

Approximately half an hour later, Yasser decided to try the Huwwara checkpoint at the southern entrance of ‘Awarta. At Huwwara, confrontations had erupted between the Israeli soldiers and the Palestinian youth. There was tear gas and congested traffic. Dozens of cars had lined up to try and cross the checkpoint into Nablus. However, Israeli military jeeps had blocked the road about 50 meters from the checkpoint.

After an hour of waiting at the closed checkpoint, trying to convince the soldiers to allow their car to pass, the family managed to cross Huwwara checkpoint and headed towards the Rafidia Governmental Hospital in Nablus. By then, Dalal had lost consciousness and white foam was coming out of her mouth.

She was admitted to the emergency room where doctors tried to resuscitate her in vain. The doctors stated that Dalal had died about an hour before arriving to the hospital. After announcing her death, the Palestinian authorities carried out an autopsy which is expected in the coming two weeks.

Dalal was unable to have access to medical assistance due to Israel’s establishment of checkpoints and road closures. While restrictions on freedom of movement impact all Palestinians in the occupied Palestinian territories. In Dalal’s case, her rights to the highest attainable standard of health and her right to life were both violated.

These rights are enshrined in the International Covenant on Economic, Social and Cultural Rights (ICESCR),the International Covenant on Civil and Political Rights (ICCPR),4 the Convention on the Rights of the Child5 and the Convention on the Rights of Persons with Disabilities.

As the Occupying Power, Israel is obliged to respect, protect, and fulfil the right of the protected population in its jurisdiction to the highest attainable standard of health. Israel is required to facilitate access to all medical service and attention in time of sickness.

Al Haq Human Rights Center issued a statement following Dalal’s death describing the discriminatory policies and practices on the ground against Palestinians, which limit and often deny access to medical care and health facilities. The Center reported that Israel repeatedly denied Palestinians, including children and adolescents, from accessing health care, resulting in their death.

Mahmoud Odeh

November 30, 2017: Mahmoud Za’al Odeh, 46, was killed by an Israeli settler, after a group of settlers attacked Palestinian villagers on their lands, in Qusra village, south of Nablus, in the northern part of the West Bank.

Emad Jamil, a member of Qusra Village Council, said the attack was carried out by approximately 20 settlers who came from the illegal “Yesh Kod” outpost, which was built on private Palestinian lands, and assaulted the Palestinian and his family, before one of them shot Mahmoud.

The settlers also shot another Palestinian identified as Fayez Fathi Hasan, 47, with a live round in his leg.

Jamil added that the bullet exited through the Mahmoud’s chest, before the villagers tried to rescue him and move him to a hospital, but Israeli soldiers stopped them at Za’tara military roadblock for at least 30 minutes, and he bled to death.

Following his death, the soldiers allowed the Palestinians to pass, but again stopped them at Huwwara military roadblock, before taking his body from them, and moving it to their nearby Israeli army base.

After killing the Palestinian, the settlers fled to a nearby cave, and barricaded themselves there, until dozens of soldiers invaded the area, and surrounded the town, before removing them and taking them away.

“The colony where the Israeli assailants reside is nearly 15 kilometers away from the Odeh’s land,” Jamil said, “It is clear they infiltrated the area, close to many Palestinian homes, with one goal in mind, to commit murder – there have been many attacks by colonists in this area, including the burning, cutting and uprooting of trees.”

He also stated that, several years ago, Odeh built a small hut on his 7-Dunam land, and received many threats from the settlers, in addition to being repeatedly assaulted, while working on his land.

Hours after the fatal Israeli attack, dozens of settlers and soldiers invaded Qusra, before the army shot and seriously wounded one Palestinian in his pelvis, and injured many others, while the settlers also smashed the front shield and one of the windows of a Palestinian ambulance, wounding the driver in his eye.

The Palestinian Red Crescent identified the injuries among the Palestinians as:

  • Two were shot with live rounds in the pelvis, and the leg.
  • Two were shot with rubber-coated steel bullets.
  • Two were assaulted and beaten by soldiers and settlers.
  • One ambulance driver wounded in his eye.
  • Scores of Palestinians suffered the effects of teargas inhalation.

Mo’taz Shamsa

May 18, 2017: Mo’taz Hussein Bani Shamsa, 23, was killed by a live round fired by an Israeli settler in Huwwara Palestinian town, south of Nablus, in the northern part of the West Bank, during a procession in solidarity with Palestinian political prisoners holding hunger strike since April 17th.

The settler also shot a Palestinian cameraman, identified as Majdi Eshteyya, causing moderate wounds, and mildly injured three Palestinians after ramming them with his car.

The death of the Palestinian led to clashes between dozens of local youth and Israeli soldiers, who also closed Huwwara road.

Israeli soldiers fired gas bombs, causing many Palestinians to suffer the effects of teargas inhalation, two of them, including a man, 49, were hospitalized.

Some Israeli media agencies claimed that the settler “survived a lynching,” and quoted him alleging he opened fire on the protesters, after “he felt that his life was in danger,” also quoting his wife alleging he “was forced to shoot.”

In a Press Release, the Palestinian Center for Human Rights denounced the killing of the Palestinian civilian, and said that its investigations revealed that the settler passed several cars with high speed and attempted to run over some protesters.

It added that a Palestinian ambulance driver then stopped the settler, who instantly took his gun out and started shooting at the protesters, hitting Mo’taz in the head.

The settler is from the illegal Jewish-only Itamar settlement, built on confiscated Palestinian land southeast of Nablus. The Israeli Police said he was taken in for questioning, and confirmed that he is not a “criminal suspect.” Mo’taz was from Beita town, east of Nablus.  Source: IMEMC

Ahmad Ghazal

April 1, 2017: Ahmad Zaher Fathi Ghazal, 17, was shot and killed by Israeli police officers near Al-Aqsa Mosque in East Jerusalem after he stabbed and mildly injured two Israeli settlers and moderately wounded a police officer who was chasing him. He ran to to hide in a residential building before being shot. An eyewitness said, “They could have detained him — he was surrounded by a large number of soldiers. But they executed him.” The Israeli army and police closed Bab al-‘Amoud, leading to the Sahera Gate and the al-Waad Street in Jerusalem, called for reinforcement, and imposed a tight siege in the area, preventing Palestinians and journalists from entering. Clashes later took place in the area and Israeli soldiers detained 20 Palestinians, including 17 merchants, and forced all Palestinian stores to close. Rabea’ Salman

February 28, 2017: Rabea’ Najeh Salman, 20, was killed after falling into a deep quarry when Israeli soldiers chased him and several other workers after they tried to climb the Separation Wall to cross into Israel for work. The quarry he fell in was at least 50 meters (164 feet) deep which led to his instant death. Palestinian medics rushed to the scene after receiving a call about the incident, but he died from the fall, and was officially pronounced dead before the ambulance even reached Rafidia governmental hospital in Nablus. Mohammad al-Jallad

February 10, 2017: Mohammad Amer al-Jallad, 24, died from serious wounds he suffered on November 9, 2016 when Israeli soldiers shot him at Huwwara military roadblock near the northern West Bank city of Nablus. He allegedly had attempted to stab them. The Palestinian was moved to an Israeli hospital where he remained in a critical condition until his death. He also suffered lymphoma cancer that went untreated after his serious injury, causing serious complications. Mohammad was from Tulkarem in the northern part of the West Bank. Source: IMEMC
